Is your belt chirping at take-off, or is it whining when stopped in gear? Why do you want to adjust it? Just curious.

when you take off no matter how easy or hard it slips. its does not want to pick up speed. i told this kid i would look at it but there seems to be a little more than just moving the axel to adjust it .

You're right, it needs adjustment cause it's too loose.
If it has around a thousand miles or more, might as well replace it while the kid is in there working on it. The P700 is a good belt, I've seen them go 3500 miles, but I would replace it if a 1000 or more. Cost would be $70 for the belt, $5 for a spring compressor made up with parts from Home Depot and maybe $20 for an assortment of shims, 0.6, 0.8, 1.0 and 1.2 mm.
On my Prairies, they came with a 1.4 mm shim. After trial and error, I wound up with 1.0 mm with a new belt. If that is too tight, and it chirps in gear while stopped, then it needs a thicker shim, 1.2 mm or 1.4 mm. That whining sound will not go away and it would be irritating for the kid and also the people around him. Have to go back in and do it right (groan).
