If i were buying a new pipe, I would have bought a right bend pipe. But thats just me. They are proven to make more usable power.
The gear your in has nothing to do with the motor making power. Its the RPM the motor is turning not the actual speed that your going. From what I've seen, the toomey is somewhere about 2/3 throttle to wide open. (a high rpm pipe) It will still make decent lower power, but not great. (compared to other aftermarket pipes) You can change your gearing to help keep the engine in the right rpm range. BUT really, its whatever YOU like!!
How loud is it? I have no idea.
Did you make a good choice? Thats up to you to decide.
