2002 Sportsman 700 Panel not lining up

Default 2002 Sportsman 700 Panel not lining up

My machine has not been rolled or wrecked in any way. The left side removable panel by the gas shutoff has a 3/4 inch gap where it meets the plastic by the fuel tank and I can't seem to close the gap. I'm not sure if something is out of line or what. I checked the parts diagrams on the polaris site and it calls for spacers under the footwell. Mine has spacers on the left side (2 - 1 front and 1 rear - kind of a plastic piece slightly bent, about 4in long), but none on the right side and by the diagram on the Polaris site, it looks like there is only one spacer for each side on the rear of the footwell. (although they don't show both sides). Anyone set me straight as to what the problem may be or how many/and position these little plastic spacers there should be? I have tried loosening the rear fender and re-aligning the bolts, but as soon as I get back on the machine the plastics shift and the gap is back.
