Default Cooling problems '99 Xplorer

Does anyone know why the coolant won't go back to the radiator when the bike cools? When it warms up it will go from the radiator to the recovery bottle, but won't suck back in when cool. I just put a new cap on, no help, have bled and purged the system, clenaed the radiator, pressure tested, I'm lost. It doesn't overheat, unless I go too long without taking the coolant from the recovery bottle by hand and putting it back into the radiator for later rides
