1986 Bayou 300 start

I have a 1986 bayou 300 that has sat for at least 10 years. Prior to that, it was never used heavily and had few hours on it.
I was able to get it running last week after cleaning out the carb, changing oils, changing filters, etc.
However, now it is in neutral but the neutral light does not come on anymore; therefore, the electric start will not work. Gears will shift just fine. It does not have a pull start.
Back in the forum I read about sanding the ground wire and screw. I have done this as well as check all of the wires and harnesses. The bulb socket itself is quite rusty, but the bulb was lighting up just fine last week.
Does anyone know if the bulb has to be completing the circuit for the starter to get any power? Or any other ideas?
I am not sure how to get into the neutral switch.

FOR THE BENEFIT OF ALL:
Yes, the circuit must be complete as a safety. If you can't see the light, then you must not know that you are in neutral.
Anyway, I wired around the rusted light socket and instant power to the starter.
