Default drum brakes..

Question.. I'm pretty sure my rubber seal part #33 on my bruins drum was shot. Well I know it at least needs to be replaced now because it is broke. I had purchased some new shoes in the past, so I go to put them on, once I did I could not get the drum cover back on. The drum was closed as tight as it could. The lever that moves and raises the drum out was perfectly straight ---
There was a little bit of rust on the drum cover from all the water that was inside my drum...could the rust of stopped the cover from going back on? Should I sand it down? Also should I use some sort of gasket sealer once I get the parts in.
Next is the front brakes becuase those don't work either..DOH!

Can I damage my brake cables from adjusting them wrong? I have screwed w/ them so much...

It also doesnt seem like the spring is going back far enough on the part that controls the drum brake, both the foot brake and lever meet up to it. Part #23 Sorry for such a large pic, any help would be appreciated.

The springs that pull the shoes together (19) should force part 17 and 23 back to their zero point. I would totally disconnect the brake cables from #23 when trying to make the drum fit. Clean everything you can with a wire brush. I would also see if you have any play in your axle. If bearing #14 is bad it can cause the drum to be off set from backer plate that holds the shoes.
