titling an ATV in VIRGINIA

I've never had a newer ATV. How does the title thing work? Who is it titled with...not DMV ...is it??

I'm in Virginia.

Ya, it's the DMV. Most people I know go to the Carolinas or WV to buy and just keep the deed of sale. Getting the title in VA requires paying the sales tax.
