i just put a new piston and rings in it.. anyhow when im going down hill it seems to loose vacum and stall out when its on flat ground or going up a hill its fine.. is this just a problem with the vacum carbs or is it something im missing..

 

sounds like fuel problem to me, either with the jetting or a vaccum problem.
