IMO, no. But it depends more on the 5 year old than the quad itself.
Can they reach all the controls properly? Do they understand how to stop?
Also, does it have a tether kill, or a remote unit to stop it?
Most importantly, will the 5 year old have all the proper gear on when riding.
Hopefully you answered yes to all. And I'm sure there are others will post more things to consider.

They all have throtle limiters, etc., to keep the power under control for the beginners. Then, as they get more experience, you can give them more power to work with.
The main thing is the size and weight of the machine, not necessarily the displacement. My daughter started out on a Suzuki LT80 2-stroke, and I could ride that thing at 60 mph, but the main thing is it was small and light!
