I took my wheels off to put some new tires on and noticed that there are no dust caps on the hubs. There was a bunch of dirt in there already. Is this normal?

Are you asking if it is supposed to have the dust caps? If so no,it doesn't come with them.
I assume since the sealed wheel bearing is actually back in the spinde they figure the dust cap wouldn't really do much. The only thing in the hub is the end of the axle..
