I haven't done one, but since no one else answered...

Is the thing not supplying stopping power, or is the lever not wanting to return after you apply the brakes?

It looks pretty straightforward to replace. Before doing that I think I'd unhook both ends and see how the inner cable slides in the housing.

It would be a bummer to replace the cable and find out the pivot on the drum was gummed up or something. If it's just not stopping, I'd be thinking water or gunk in the drum.

i just redid the brakes on the back. i greased everything that had to be greased and they seem to move easier. the foot pedal wouldnt return to its position, so i figured its a bad spring, and the hand brake doesnt stop, it goes back just no stopping power

You mean it pulls to the bar with no stopping power, or just when you squeeze hard you get no braking power?

The foot pedal not returning makes me also think cables. I think I'd still disconnect the cables and see how the inner cable moves through the housing before buying parts.
