Sportsman 700 radiator flow question

Sportsman 700 radiator flow question
When I look into( when u remove radiator cap) my radiator in my 2003 I see a constant stream or flow of coolant( which I think should be, right??) but not in my 2002. What would cause the difference. Thanx
