1999 scrambler wont start

my 99 scrambler 500 has been in storage for a year, took a bit to start it but it ran. and it takes a bit to start it,but once its started and warm it runs great and starts great, but once it cools down it takes a lot to start it again. i changed the plug,new gas,recharged the k&n filter, cleaned the carb. still does the same! but i have noticed when im trying to start it gas pours out of the valve on the bowl. and continues til i shut the gas off. took it in and he rebulit the fuel pump, and said he thought it was the stator, and flywheel (some how a washer from the stater worked its way into the stator and flywheel) he said it destoyed the flywheel and stator,but they look fine to me, idk if that would stop it from starting,cuz that has to do with the recharging of the system not the starting of it. but he reassured me that, that would fix it, kinda a costly solution if that doesnt work. i think its in the carb...maybe the float, what do you think??

get a hand spray bottle and put gasoline in it. if your motor is 2 stroke add some oil to the gasoline. when attempting to start the atv spray gasoline down into the carb intake. if it starts or starts momentarily its a carb issue.

i tried shooting some gas in and it burped couple times, then tried it again lil later and it back fired out of the carb. and i have no idea how to adjust the valves, bought i a carb rebuild kit, and see what happens after that, i guess
