Breeze / Grizzly 125 steering column

Hi guys,
I'm in the process of stripping down a 125 (to replace the steering bushes and plane bearing) and have noticed that the steering stem is bent towards the top? I've got another breaking 125cc bike I use for some spares and the steering stem on that one is also bent in exactly the same place and at the same angle, leading me to believe that they are supposed to be like that?
Can anyone verify to me if they're supposed to be bent a bit towards the top?
Also can anyone enlighten me on the vavle clearences for the Yam 125 and the 250 Bruin?
