Taotao 150 GY6: cam chain tension

I just picked up on of these Taotao 150's. In the process of getting it going. The previous owner ran the oil real dirty. I'm definitely looking at valve seals, valve lapping, and rings. Its a 2008 150cc GY6. The cam chain feels real loose to me. I am used to larger displacement Japanese motors though. You can lift the chain somewhat off the cam gear. It won't come off, but it doesn't have much tension. Mine has the cheap screw type adjuster. I noticed some use an automatic adjuster. I am hoping the chain isn't stretched since I don't want to crack the cases.
