starter motor on 01 dinli 90cc

Default starter motor on 01 dinli 90cc
I push the starter button and the starter spins but the engine wont turn over. I thought the teeth were gone on the starter so I removed it and it had teeth. so while I had it out I bench tested the starter and it seemed fine. What could cause it not to turn the engine?

got a kasea 50cc . starter spins but thats it. help
