Default Kodiak won't start - ATV noob

I know jeeps, my ATV's have always just worked so bear with me a bit

I have a Kodiak and it just stopped running. Under the seat it says the displacement is 401. so I assume its a 400. It came with my house and is just a snow plow work horse for me. anyway...

it was running, was put in gear and it stopped. The battery is good. It will crank and crank and crank but not fire. when I hit the throttle while its cranking, the cranking sounds changes like its bogged down.

it has spark and a new plug. last night I pulled the carb and cleaned all four jets that I found even though they really didn't need it.

after the carb cleaning it still wouldn't start.

Is there a fuel pump or filter that might need attention?

Could my Off/On/Res fuel switch be bad and not letting fuel by?

What should I try next?

Fresh gas?. Carb float bowl have gas in it?. All fuses OK?. Foot brake switch OK?. If bad, it will keep bike from running. Shifter linkage tight?. Does Neutral show on display?. Will it start and run if you spray starter fluid on the intake?. If it does you have fuel problem, if it don't you have ignition problem.

it has new gas

there was gas in the float bowl

-I checked the two 30amp fuses near the battery/relay. are there other fuses?

That relay was clicking pretty good on and off.

If goes in N. and the light comes on.

-The foot brake has felt loose to me, Where is the switch I need to look at?

-the shifter linkage might be off a little, the P light wont come on in park. Do I need to adjust/tighten this linkage?

-Do I spray the starter fluid in the air intake?

Yes, spray a little starter fluid down the intake, and let us know.

It will run on starter fluid. So we drained the tank and tried even newer gas. Won't run. We cleaned the carb jets. Could the internal passages be cloged?

If you pull the fuel line from the tank, does it flow free?

Another way to see if the gas is getting to the cylinder is to pull the spark plug after trying to start it for a few minutes and smell it. Does it smell like gas, is it wet with gas?

yes, this is how we drained the tank. pulled the line off the carb, opened up the petcock(sp?) and let it run out.
