carburetor problem 98 scrambler 400

hello im new to this form never really posted in the new section to introduce myself (sorry
)
so i have a 98 polaris scrambler 400 that i received from a friend, he had it sitting out side uncovered for a couple of years.
when i got it, it had no spark so i cleaned out the magneto and replaced the cdi and now i have spark but it would die when i pushed the throttle
so i cleaned the carburetor with parts cleaner and a air compressor put it back in and the thing doesnt die when i throttle but it'll get to about 1/4 rev and go back to idle then back up to 1/4 like its running out of fuel then gets more.
i then thought it might be something in the exhaust so i took off the pipe and muffler started it to have the same problem...
any suggestions? a shop teacher at my school said something about how i should try adjust the timing but idk were i would do that on a quad

yes check the boot between the carb and the engine, spray starting fluid on the boot and if it raps up, than thats ur problem, also check the crank seals for air leaks, just do the same thing with starting fluid, what did u set ur air fuel screw at?

the air fuel screw is half turned out from lightly seat
i think i can get the starter fluid on the way home tmrw
when we first got the cdi in and here was spark we didnt have enough gas to go over the straws in the tank so we squirted some in with a windex bottle and it ran good with high rev for however long a straw full of gas lasted... i was thinking that means its just a leak or a bad carb am i right?

so how would i adjust the idle? is it the screw with the visible spring sticking out of the side of the carb by the air fuel screw?

ya i did fiddle with that a little revving it while in and revving while 1 turn out and also at 5 or so turns out but didn't have much luck still didnt rev past 1/4

i took a video of the rev noise. this is with the quad at full throttle, i had to leave the phone outside because inside the audio was too distorted. maybe this helps
