It looks like you have a bad starter clutch mech. When you put the starter back on I find it dosn't hurt to put a bit of silicone around the O'Ring on the starter itself. A good Rv silicone. Water is know for getting in the 500 HO pull cord assy. Make sure once you get it back together you check for water constantly. I do this by just pulling out the pull cord and seeing if it is damp. There is a drain at the bottom of the pull cord housing.

there is supposed to be a washer on the back, but it also looks like part of the old bendix broke it wont go in there all the way, will the motor rotate at all, all i know is that it would take a lot of stress to break the shaft on the bendix, and the only thing that could do that is the motor

Look at the video flywheel will only go so far one way so far the other way.
When I pull start it act like it is stuck won't pull out..
Only thing I could find is flywheel won't make full revelation goes so far locks up why is this.

Doesn't sound good at all but what do I know? Wonder if you haven't broken off a piece of your piston or a broken rod in there binding up the crank shaft.
