03 Honda Foreman 400 stuck in 4th gear

I have a Honda 03 Foreman 400 that went into 4th gear and I cannot shift out. The foot pedal “shifts” and I hear the usual clicking when shifting up or down and feel the resistance of the shift but it is not changing gears. I can’t get to neutral so it won’t start. The manual covers the clutch adjustment but I am not sure if that is the issue. Any suggestions would be appreciated.

You found a post from 2011, about a nonexistent model. Wow.
Footshift models tend to have the shift drum break inside the transmission.
You will have to take it all apart, but start with the front cover just in case:
