Default Fourtrax drum brakes

I'm having front brake problems on my 91 fourtrax 300. The brake cylinders have fluid going to them. I bled the lines 4 times. So that's ruled out. But when I opened up the brake drum I noticed that when applying the brake, the pads barely move. So I took them off cleaned them up and before putting them back on I pulled the brake lever a few times and it pumps up the rubbers on the cylinders. But when I put the pads back I get the same thing. Barely move. I adjusted the screws on them and still the same. No brakes. Any suggestions? Thanks
