Sounds like the drain hose from the carb is leaking. Which means the screw that opens up the float bowl drain is bad. Loosten it and tighten it a few times. If that doesn't work, replace it. It's on the left side (as you sit on it), at the very bottom of the carb. It's kind of recessed.

More than likely, you have a bad needle and seat, which overfills the carb bowl and causes it to drain out the overflow hose, the screw is for manually draining the carb, which can come loose, but that rarely happens, usually it is stuck shut, and a beeotch to open. the overflow is a little hole connected to the same drain line, and will bypass the screw hole drain in case of a bowl overfilling, so it doesn't end up flowing into the cylinder and hydrolocking your motor.

was it a total rebuild with new needle and seat? sometimes they are not included in a rebuild kit, and must be bought seperately. Who rebuilt it? a shop, a mechanically inclined buddy,or a dealership? I would ask them exactly what was "rebuilt" or if they just took it apart, sprayed it out and reassembled it.
