Getting started with kids racing

We went to the local motocross races last night at NCMP. Kids were already wanting to try racing. Seeing other kids racing surely didn't help that urge. 
So, I had never seen ATV's race, but I had been reading about the different classes, and I saw they had "70-90cc Production ATV" for kids. Rules say "only bolt-on's allowed"
Since they have a Polaris Outlaw and a Predator (both 90's), I had originally thought that they might could race with maybe a better muffler and maybe tires or something.
But they ones I saw last night didn't look too "production" to me. I don't know what brands they were, but they looked lower and wider than any "stock" kid's sport ATV. Smaller rear tires, bigger fronts. That didn't make much sense to me, I'd think you'd want bigger rears for traction, but I guess there was a reason or everyone wouldn't have them.
They honestly didn't look very fast, though. My question is, would we be wasting our time having the kids race their basically stock ATV's? Does anyone even do that? If they liked it enough, maybe I'd consider modifying them later, but I don't see doing all that to begin with.
I'd honestly rather them just go with motorcycles. I think they are safer, anyway, and certainly cheaper. My observation was that of the kids, the better, more experienced riders won, and it really didn't make much difference how nice the equipment was.

Really u would want the lower quads, so u can take the corners better and faster. I don't know how the race u went to was but stock atvs suspension usually isn't good enough for the jumps and turns that are in the race.

The kid's quads I saw out there, the "racy" looking ones, were pretty slow. I'm reasonably sure the things that apply to the adult ATV's won't make much difference to the kids.
(Like the small rear tires, lowered and widened, etc)
Maybe if there was an advanced kid's class it might, but for what I saw, even the "race" ATV's seemed really slow.

My main impression was, that the kids who were better riders won, and it really didn't matter what they were riding. Plenty of kids had obviously high-dollar bikes and were just riding around in the middle to back of the pack.
