2004 Magnum 330 4x4

Alright, my 2004 Magnum 330 4x4 dies when I let all of the way off the throttle.
Before you think carb issue, wait.
When I took the throttle assembly housing off on the handlebar, I noticed 2 gray wires with flat leads on them. When they touch, the ATV dies. This also happens to be when the throttle is not depressed at all.
However, if I keep them from touching without pressing the throttle enough to activate the needle, the ATV idles just fine. Thoughts? Parts I need?
I don't really want to rig it, but I'm at a loss

These are the etc contacts.Designed to touch in case the throttle cable is ever grabbed by a tree limb,etc. Limits the rpm and can kill the machine if grabbed hard enough.Safety device that really does work. Problem is you have to occasionally adjust the throttle lever slack. Manual says 1/16"-1/8" maximum slack allowed at the thumb lever. I've adjusted many machines in the back of pickup and trailers for this same thing.
