NEW TaoTao 110c Crank no start/stall issue

Today I assembled a new mini quad and ran into some issues. I'll be contacting the dealer on Monday but it seems like you guys can solve everything people run into so I wanted to try.
I removed the quad and assembled. Installed wheels, front lamp, rack, bars and battery. After assembly and checking fluids I try to start it up. Unit cranks over freely and will not start. After a few attempts and running the battery dead it will sputter for 1-2 seconds at times and stall. The longest has been about 5 seconds.The only choke I can find is on the side of the carb and is a vertical bar like a weed eater. I've tried it in every position. So far I have checked the safety cables and switch and they are attached and correct.
I have found 1 solid black wire in front of the battery that appears to go nowhere ? I'm guessing the horizontal box in front of the battery is a CDI? The wire comes from there and goes nowhere. Not sure if that is the issue or part of another since the included remote doesn't seem to work all.
After a day of working on and off i'm out of ideas. Any help will be greatly appreciated.

Verify fuel is even getting to carb, remove the fuel line on the carb. Be ready to capture fuel, plus this will verify your petcock directions in the future.
If it was running, even for 5 seconds, then you got spark.
Doesn't your Owners manual instructions say which direction the manual choke bar is on/off?

I'm sorry I should have mentioned that in the previous post. There is a clear inline filter between he tank and the carb. I could see fuel in it but I pulled the line just to make sure. There is fuel going to the carb.
The owners manual is very basic and appears to be a "one size fits all" deal. It doesn't even mention the style of carb that I have. I have tried the choke bar in every position. It seems to fire better by not using it at all. I have looked for a fuel valve and haven't found one.

Pull the fuel line from carb and with a clean spare tube, try and blow air through the tube to carb. If no air can be blown thru, then your carb float is stuck, you'll need to remove the carb and remove the bowl and free it.

I just had this problem try and adjust the idler screw out then slowly back in till you can get to constantly run then adjust accordingly after its warmed up also that black box is the remote kill the black wire is the antenna the cdi is black with a teal connector plug on it

Pull the air filer off and use a squirt bottle full of gas and spray in the carb. Use that to keep it running until it will run on its own. I have seen it before where it gets a air lock in the carb and cannot pull fuel unless machine is running.
