125cc tao tao spits out air and fuel from carb

So I bought this atv relatively cheap, I put a new carb on it and a new battery.
It turns over just fine no hesitation there, and I tested for spark.
1: I got spark
2:got compression
3:It has fuel
After looking at it a little closer, I put my hand up to the carb and it was pushing air&fuel against my hand. I sprayed starter fluid to see if I could get anything at all, nothing.
So is this an issue now with the valves?

Timing is fairly "wild" on Quads so most spit a haze of fuel out which is sucked back in on the inlet stroke. However it is worth checking the valve timing and clearances to eliminate this as a cause of your problem. The most likely cause is incorrect fuel mixture, either too little fuel getting in, or too much. Although cars and lawnmowers seem to run if you spray starter fluid when the mixture is well out, I find Quads a lot more choosy regarding fuel/air mixture.
