Eton 90 no starter and no spark? Oh nos

I'm working on an eton 90.
Was missing ignition switch and fuel tank full of water and had been sitting a year when I got it.
I ordered a new carb, ignition switch and intake assembly.
Installed new battery, flushed fuel tank and reassembled.
Will not turn over by igniton switch.
I checked starter switch and it works
Checked brake safety switch and it was good.
Verified solenoid relay worked
I can jump the solenoid and turn over motor. Turns over but no spark.
Unplugged kill switch and still no spark
Presence switch tested good
Stator white red stripe ohms .493
Stator black red stripe ohms .764
Plug boot ohms right at 5I
Coil wire to ground. Ohms 2.832
I am assuming this says my coil is bad but that doesn't account for my electric start not working.
Could a bad cdi affect the electric start?
After verifying all my safety switched are good, good battery, good ground and good switch I am at a loss for what could be causing both a lack of spark and electric start.
