Default 97 Polaris Trail Boss 250 squealing starter

I just bought a 97 TB 250 and when I start it it squeals. If I pull start it, no squeal. I pulled the stater and took it apart there is oil in it. Is that normal? I can't seem to find the answer any where all I am seeing about the drain plugs is one is a inspection and one is a drain after riding in wet conditions. If this is not normal what is my next step or has anyone ever have this issue?

Since starter is on the bottom it gets its fair share of water if the recoil isn't sealed good enough, plus gas/oil mixture can seep through the crank seal over time and work it's way into the starter. Starters are too cheap now to mess with rebuilding them. Ebay has complete sets including the bendix or even this place has good prices.https://www.dbelectrical.com/starter...v/polaris/250/ Plus that's why there's a drain bolt on the starter housing along with the recoil housing but no one uses them and many don't know they are there.
