Roketa 110 3rd gear power loss w/ video link

This is a Roketa 110cc. First gear is great, second gear is great. When it shifts to third, as you can see in the video, the throttle bogs down. If I stay in third the throttle will catch up, the engine rpm's increase but very little power is transferred to the wheels. Have to shift back down to second to keep any speed going.
is this a clutch issue? Clutch adjustment or replacement? Or is this a carb issue?
