If the clutches are ok,new belt as you mentioned,I'd check into the outer shift gear quadrant first.Behind cover#3. This was where a lot of people had problems on the 700/800 gear cases. Here's one similar on a 700 that was hard to shift.Hard to Shift 700 Sportsman 2004 - Polaris ATV Forum

both clutches seem to move in and out like they should bike seems to want to move them give more throttle doesn't seems like power is stopped at second clutch little black dust on second clutch how to check clutch to make sure it isn't the problem?

Look at this video and see if clutches are working similar to these. Clutches are placed backwards for demo,but same principal as yours.
Here's another one.
IF you haven't replaced the belt,kinda hard to fully understand if you have from your first post,that could be part of the problem. If you have replaced it,and it tries to move but still has problems,this could be clutch related or the outer quadrant as I mentioned or an internal gear case problem.

If the belt is turning the clutches and there's no grinding at the differential like splines stripped or something and the machine actually shifts into gear, then you may have a broken silent chain inside the tranny. Did it make any noise when it stopped pulling?

Yep cam assy has to work right. Usually these screw need to be set with a hand impact tool to seat them correctly.One of the best tools you can invest in,plus you can get them cheap now.Inspect further as you may need to replace the rollers in the clutch also.https://www.partzilla.com/catalog/po...aq-at-ax-ay-az

I haven't seen an impact driver in ages, but sometimes that's the only way to get a stuck screw out, especially Phillips heads. A screwdriver just wants to back out of those when you put a lot of torque on them.

Still have my Snap on driver and socket set.There are times when air or electric impacts can't do the job but this one can without messing things up. My set was over 200 bucks years ago,but you can find cheap ones now at Harbor Freight, Northern tools,etc.
