Engine revs when throttle cable is moved

Hey guys, my son has a tao tao 135 d and i put a new carb on it. Machine runs great, no issues except now i can just move the throttle cable up by the handle bars(even just wiggle it) and the motor revs up. Prob a bad cable? The cable is seated in the carb correctly. Any ideas would be great! Thanks!!!

Are you sure the inner cable is seated properly in the carb slide? If so, it needs adjustment. Most have an adjuster for the outer cable on the carb top, or where it goes into the handlebar box.

I took the carb back apart and made sure it was put together right. I took the air filter off and u can see the slide move up when u pull on the cable. I adjustee the cable by the throttle. It runs and idles like it should. This has never happened on any machine i worked before. Maybe i should try to fix the cable to the frame so it cant move?
