I just got a 96 Wolverine today. It is like brand new on original tires that are barely worn and plastic and everything else is like new. I like it but it won't open up. About 3/4 to full throttle is the same. It is like 3/4 to full it gives it the same amount of fuel. Any help is appreciated.

 

If its a 96 model and still in good condition with origional tires that probably means it has spent a lot of time sitting.
First thing I would do would be to would give the carb a good cleaning paying special attention to to main jet. And be sure to check the airbox for any obstructions and clean or replace filter while you have it apart.
That will probably cure your problem.
