It starts to add up quickly.
As far as I know, an ECU with nothing connected to it runs in the $1500 range. w/wiring harness, and a few sensors it can be close to $2000. You need a manifold pressure sensor if the ECU doesn't have one built into it. You need an air temperature sensor and an engine temperature sensor. Keep in mind there are differnt types of EFI setups. I am assuming a particular setup here.
You'll need 1 or 2 fuel injectors, a fuel rail, a fuel pump, fuel pressure regulator, a throttle body or a custom manifold with injector mounts and a butterfly and a throttle position sensor. This can be several hundred more $.
And, you need to have the engine mapped on a superflow chassis dyno. This can be several hundred dollars.
