Brakes not holding well

I just had my 500 Auto serviced. They replaced a brake line after my friend drove it for a mile with the brake lock on and ended up rupturing the front brake line. Now, when I put the brake lock on, I can push the bike and move it.

I can't figure out if there is something wrong with the brake system or if the pads are just worn smooth. They are not worn out, the dealer said the pads were fine, I don't know if he checked to see if they were smooth or not.

How do you rough up the pads? Do I just use a coarse sandpaper? OR, should I just replace the pads?

Try bleeding them first. It sounds like there might be air in the lines.
