Lt250r engine rebuild

i am currently rebuilding a 1991 lt250r and have a question. there is an exhaust valve that is supposed to close at 5000 r.p.m. and open at 5500 r.p.m. once i took off the head i tried to move the value with my fingers (on the botom end/case) and it didnt move/ open or close.my friend said his is easy to open and close with his hand? My question is , is the valve not supposed to move untill 5000 r.p.m. or should i be able to move it with my fingers with the engine apart or is mine jammed?

I also have a 91' lt250r. I currently have my engine apart because I am going to rebuild the bottom end in a week or two. I just went out and checked to see if the valve moved and it did. It did not move hard at all. I moved it using the part that you hook up when you put it back together, right next to the spring.

I just rebuilt my 87 quadracer and decked it out pipe,coolhead etc., but the engine doesnt seem to rev out that high at all i thought it was the carb ,so i got a new bigger carb and that didn't seem to do the trick,so i don't think the powere vavle is kicking in,how do you check if its working right and kicking in?

i put my bike back together with the valve not moveing and it seemed to work pecfect all the way through the powerband to sixth gear. my frind with the lt that had the valve that moved said mine worked better than his and is now thinking his is the one that is screwed up. you can see if the valve is working through the little circle window on the engine. once you hit 5000 r.p.m. it should close and then re-open at 5500. mine is doing this so you might wanna check if yours is or not.
