Baja electrical problem

A buddy of mine has a '01 Baja. He has blown two 25 amp fuses that power the starter. We found that when he turns on his lights the fuse blows. Is there a quick solution to his problem?

I've seen a loose/broken taillight wire shortout to the metal housing causing blown fuses.

Its not just a fuse for the starter - its the main fuse for everything.
If turning on the headlights is what is blowing the fuse, then it must be one of the following:
1) Damaged wire between healight and switch housing on bars, shorting to ground.
2) Damged bulb enclosure, somehow shorting.
3) Damaged wire between switch enclosure and tailight, shorting to ground.
4) Damaged switch enclosure.

check that the headlamp and / or any other cables are not rubbing against the steering stem and shorting out- mine did.
