Pull the cover back off and make sure the belt switch is still in the on position. If the 360 is similar to the 650 then what happened when he turned the key on is the KEBC tried to test and adjust itself when the key was turned back off. What has happeneed is the forks for the engine brake are now fully extended and have to be run back to the fully retracted position. Being fully extended when the cover is reinstalled causes them to bind on the drive pulley and stalls the DC motor.
While the cover is still off unplug the connector to the engine brake motor. I'll give you a hint here. The connector looks like it has three release catches, look harder only one is needed to unplug it and it's on the wide side. What you need to do now is apply 12 volts to the red and black wires going to the KEBC motor. This will run the motor. Reversing polarity will make it turn the other direction. Run the motor until the forks are fully retracted towards the clutch cover. You can tell by looking at the cam in the slotted lever that any further either direction will start the forks moving back out again. Reinstall the cover plug it back in and turn the key on and then off. This should clear it.
Take this with a grain of salt as this is the procedure for the 650 and I am assuming it's the same for the 360 since it uses the same KEBC unit as the 650

I don't know for sure without looking at it. Does the actuator still run when he turns the key off?
I didn't have this trouble with my own quad. Was BSing with my dealer the other day and he was trying to do the same procedure to a 650 that came out of the crate with the 2WD/4WD lights flashing. Once we got the forks all the way back in and reinstalled everything the fault lights went out and everything was hunky dory.
While you've got the cover off you might unplug the belt switch and put a meter set to continuity on it and flip the switch a few times to make sure that the switch is still working.
The 650 flashes the 2WD/4WD drive leds for either a fault with the KEBC or the belt switch and I would assume that the 360 does the same with the check belt light.
Have you got a service manual for your 650? Might be some additional info in it that will transfer to the 360.
