You can always buy your Dist. 23 at the location of the event for $10.00. I'm not sure if you have to have your parents sign a form to race at your age, but you can find that out by calling before hand. Just go to Dist. 23 home page which I gave above to find that out.
Just tell your parents that Harescrambles are not as dangerous as MX, and you can ride at whatever pace your comfortable with. You can just use it for a nice trail ride and not race at all

I raced one Harescramble last year, and that was at Millville. The trails where nice and twisty, but I never did run into any mud. We also raced on the MX track also. (The MX track host one round of the AMA MX Nationals).
