I put a new twist throttle on my 97 banshee and i got nothing in first and second gears, i tuned everything in my carbs as directed, checked the needles,jets,floats and the whole deal but still can't find the problem. Any help please

it boggs in 1st and second than once your shift up into 3rd its normal power
