Stalls when going downhill but not up hill.

Got me a new arctic cat 650 H1 2011 (mud pro) , and it's been working great... except recently it's been stalling (EVERYTIME) I go down hill while idling, aka crawling slowly. if I use throttle going down hill it's fine. If I put it in neutral and use gas and go down hill it doesn't stall. But if I just do it normally it dies every time. If I'm going up a steep as heck hill and get stuck half way up, I can back up all the way down and be fine without stalling.
it has a keihin CVK 36 carb. I took it apart, and it was fine. I tried to mess with the carb float but It somehow went back to exactly 16.5mm to the top of the float.
What would cause it to stall going down hill but not up hill? Could it be the fuel pump? it works perfectly fine on flat ground. full throttle or idling.

I did buy a new carb (from china) probably a knockoff but they've never failed me before. we'll see if that fixes it. I'll also replace the fuel pump since they're cheap
