You can order tires directly from Skat Trak, 23's, 24's, 25's whatever with whichever paddles you want. They are pretty slow however.

Did I forget to mention that Skat Trak is slow and hard to deal with? oh and extra $$$?
I have dealt with them to come up with a very custom tire-paddle configuration and once to see if they would give a discount to repaddle some haulers on which the paddles failed, that one took 3 months.
