Here, I'll copy and paste the same answer you recieved the other day when you asked this exact same question....
"Ensure that it is pushed all the way in. Pull it out slightly, that first click is half choke. Pull it out all the way, that second click is full choke. Now push it all the way back in, that is choke off."
