About my kids exhaust

I ride a 04' YFZ450 and my kids ride 110's (4&8 yr. olds) my question is what is the breather tube on the exhaust pipe - half way to the muffler do?

Probably best to ask this in the Yamaha forum, but just guessing it's part of emissions.
