Default 125cc Chinese ATV doesn’t throttle down when released

So, I bought 2 ATV’s for my boys. One has been great. The other has had a constant issue with idling down after throttle release. I think I’ve got the idle adjusted right, and have removed the air filter to watch if the slide goes back down when released. All seems good. Any other ideas? The link b low is a video of my issue.

Seems something is sticking, throttle lever, cable, or slide.

I just went through the same issue with mt son's Kazuma. Turned out to be the throttle cable getting bound up behind the handlebars. After wiggling the cable around , it idled down. I also dropped the needle in the carb so the slide would go all the way down.
