A lot of times there are problems with that rubber elbow connecting the carb to the head. The rubber will separate and allow air to enter there. Once it is running, spray some ether around that rubber elbow - if the engine surges, then you have an air leak. Replace the elbow, it's about $20. I had an 05 Carter Talon, which is basically the same buggy, and it did the same thing. It was very hard to start, but once it warmed up, it would run. The other thing you want to do, if you already haven't done so, is adjust the valves.

A jet is about $4. A performance CDI is around $45. You can upgrade the CVT with different rollers/sliders and a torque spring for around $50 and that can make it climb really well. You need to get over to buggynews.com as that is where the best info is on these chinese buggies. This forum really has limited info.
