Why Can't I post a picture?

Why Can't I post a picture?
Trying to post a picture/attachment (specifically in the hunting contest), and in my "posting rules" box at the bottom of each page it says the following:
You may post new threads
You may post replies
You may not post attachments
You may edit your posts
BB code is On
Smilies are On
[IMG] code is On
HTML code is Off
So why can't I post attachments? I thought it might be a 20 post minimum thing so I went out and made sure I've got at least 20 posts....my avatar showed up...but I still can't post with attachments!
