Default 1983 200E CARB PROBLEMS

I HAVE A 1983 HONDA ATC 200E THAT IS HAVING FUEL PROBLEMS. GASOLINE CONTINUES TO FLOW THROUGH THE AIR CLEANER. I HAVE REPLACED THE FLOAT IN THE OLD CARB WITH THE SAME RESULTS. I WENT TO THE EXPENSE OF PURCHASING A NEW CARB HOPING THERE WAS SOMETHING WRONG WITH THE OLD ONE. THE SAME THING IS HAPPENING WITH GAS FLOWING THROUGH THE HIGH SPEED JET OPENINGS. THE FLOATS ARE PLASTIC AND DO NOT APPEAR TO HAVE ANY WAY OF ADJUSTING THEM. THE NEEDLE AND SEATS ARE IN PERFECT CONDITION AND I HAVE ALSO CLEANED OUT THE GAS TANK TO REMOVE ANY DEBRIS THAT COULD CAUSE A STICKING NEEDLE. I AM FIRMLY CONVINCED THE PROBLEM LIES IN THE FLOAT NOT SHUTTING OFF THE FUEL FLOW BUT I AM STUMPED ON WHAT TO DO NEXT. ANY SUGGESTIONS?

Isnt there a hole in the bottom of the carb as an overflow? I dont think its the float. Gas should be pouring out of an overflow before it goes through your air box.

I know I have seen this before with my old raptor. I dont remember what was wrong though. have you tried putting back in the stock jet?

YES THERE IS A HOSE THAT RUNS FROM THE BOTTOM OF THE CARB TO THE SIDE OF IT. I HAVE NOT TOUCHED ANY OF THE JETS EITHER ON THE OLD OR NEW CARB. IT JUST PUZZLES ME THAT IT WOULD JUST START LEAKING WITHOUT ME MODIFYING OR MESSING WITH ANYTHING. I COMPARED BOTH CARBS TO INSURE EVERYTHING WENT BACK TOGETHER AS ORIGINALLY ON THE BIKE. ANY OTHER INSIGHT WOULD BE APPRECIATED.

There is no hose that runs from the bottem to the side of the carb. There should be a hose that runs from the bottem of the carb to underneath the machine which is a drain hose for the carb and not essential really. The other spigot on the side of the carb is the vent for the float bowl. The hose that belongs on it is routed along the side of the frame by where the wires come up on the left side, this spigot must be open to atmosphere or the machine will never run right.
