Need help with Carb. 310r with 38mm carb Q's.

I recently installed a used 38mm carb on my 310r. I can get it to fire up, but it revs really high and I can't get it to stop at all. I put a bigger jet and still the same thing. I'm at 500 ft. above sea level and right now there's a 152 main in it. Any ideas?

Sounds like your pilot jet is a little small out your throttle cable has no slack.
