Make sure the battery connections are good. If so, remove the shift control motor and make sure the gear inside the motor that the control motor runs is free to spin both directions. Then check the shift control motor by powering it up at it's connector with it unplugged. It should spin both directions when power is applied to each terminal leading to the motor. If everything checks out so far, therre is a black connector under the front fender, it has a red/yellow wire in it, check this red yellow if it is grounded (shouldn't be)
I have seen these units where the centrifugal clutch shoes go out or the drum warps and the engine gets extreemly hot melting wires that come in contact with the engine case and shorting them out.
