No idea what you are on about. Black rubber fuel line runs from tap under tank onto carb. Fuel flow is controlled by a float needle inside the carb, similar idea to the ball valve set up in your toilet cistern. Very rare for the needle to stick shut, the common problem is when it sticks open and runs fuel out of the overflow.
